Despite the cut flower growing is a new sector, it is one of the continual enlarging sector in the world. The Netherlands and Colombia are the most significant countries in the worldwide cut flower export and import that they have more than the half of world market share. Cut flower production and export activities are newly developing in Turkey. Especially, big proportion of the cut flower export has realized in Antalya province in Turkey. Carnation is the most exported one among cut flower varieties. Target market is England for Turkish cut flower sector. In recent years, market has expanded with in the Nordic Countries. There is not any direct subsidy program applied for cut flower export development. However, after the year 2001 agricultural products exports are began to implemented by government export intencive program and in this context cut flower exporter firms and growers benefited from these programs. In this study, Turkish cut flower production, export and policies regarding with them and contractual growing production model are investigated by the world wide developments. Firms are making contractual agreement with the producers in the context of “incentive subsidy program for refund payment”. The percentage %85.3 of producers is satisfied with making contractual agreement in the scope of refund payment for exporter firms. Beside this, firms are supposed to be encourage production and contribute high quality production with the government subsidies. Therefore, it can be concluded that contractual growing model and refund export payment may contribute positively development of the sector.
